Candidate Biography
Howard Garrett is a dedicated community leader, ANC Commissioner for 2G01, President of Capital Stonewall Democrats, National Committeeman for DCYDs, and long-time advocate for civic engagement across Washington, DC. Since moving to the District, Howard has built a reputation for action, strengthening neighborhood partnerships, elevating young voices, and delivering real-time solutions for residents across the city. Professionally, he serves as a consultant to the Department of Defense, overseeing complex infrastructure and governance initiatives. His passion for public service, community-building, and equity fuels his commitment to making Ward 2 the most engaged, representative, and energized Democratic ward organization in the city.

Candidate Statement
My name is Howard Garrett, and I’m running to be the next Chair of the Ward 2 Democratic Party because our ward deserves a Democratic organization that is as vibrant, diverse, and forward-thinking as the communities that make it special. Ward 2 is home to Georgetown, Shaw, Dupont, Logan, West End, Foggy Bottom, Chinatown, and so many smaller pockets that each bring their own story, culture, and energy to the fabric of our city. I believe deeply that when we unite that diversity with purpose, we create one of the strongest engines for Democratic leadership in Washington, DC.

Over the past several years, through my work as an ANC Commissioner, as President of Capital Stonewall Democrats, as a National Committeeman for DCYDs, and as a coalition-builder across boards, commissions, and community initiatives, I’ve learned the power of bringing people together around shared goals. Whether I am mentoring youth, organizing neighborhood cleanups, elevating LGBTQ+ leadership, or engaging neighbors in local issues, my North Star has always been the same: empower people, build community, and create pathways for every voice to be heard.

As Chair, my top priority will be rebuilding an active, inclusive, and consistent Ward 2 Democratic organization. That begins with boosting membership, revitalizing precinct-level leadership, and making our meetings predictable, engaging, and meaningful. Ward 2 deserves a Democratic body that doesn’t just meet occasionally, but organizes year-round, educating residents, supporting candidates, strengthening voter turnout, and serving as a true resource for our neighborhoods.

Second, I will focus on leveraging Ward 2's diversity as our greatest strength. From students at Georgetown and George Washington University, to small businesses along 14th Street and Wisconsin Avenue, to long-time residents in historic neighborhoods, our ward has unmatched potential to build synergy across communities. My platform includes structured cross-neighborhood exchanges, campus partnerships, cultural corridor roundtables, and monthly service initiatives that reflect the needs and identities of each part of Ward 2.

Third, I will build a modern, data-driven organization that is transparent, energetic, and accessible. We will implement clear metrics, publish monthly dashboards, streamline volunteer engagement, and bring new people into the Democratic process, especially those who have never been asked to participate.

I am running because I believe Ward 2 can lead the city in Democratic engagement, community empowerment, and civic participation. With your support, we can build an organization that reflects who we are today and who we aspire to be tomorrow.
