Candidate for City Council At-Large

This interview is part of the Ward 2 Democrats Candidate Interview Series, designed to give voters direct insight into the candidates running to represent them. In this conversation, Fred Hill discusses his vision for strengthening Washington, DC through economic resilience, housing affordability, public safety, small business support, and accountable government.

He outlines his approach to Council priorities including home rule, MPD staffing, violence interruption, truancy prevention, transportation and WMATA funding, e-bike safety, homelessness services, parks, downtown vitality, and agency oversight. Hill also shares how his experience as a longtime DC-area resident, Ward 2 resident, federal contracting business owner, and former chair of the Board of Zoning Adjustment informs his focus on bridge-building, practical problem-solving, housing production, and making DC government more responsive and results-driven.

About This Interview

Ben Dalley of the Ward 2 Democrats interviews Fred Hill, a Ward 2 resident and longtime DC-area resident, small federal contracting business owner, and former chair of the DC Board of Zoning Adjustment for 10.5 years. Hill says DC is at a crossroads due to overreliance on the federal government, a housing crisis pushing out longtime residents, and threats to home rule, and he argues experienced leadership is needed.

He discusses his diverse family background, childhood harassment, and experience in entrepreneurship and zoning disputes. On public safety, he supports violence interruption and stronger enforcement, including fully staffing MPD and using curfews as a dispersal tool. He calls for streamlining business regulations, improving interagency coordination, and being a council voice for small business.

He emphasizes funding WMATA, addressing micromobility safety, maintaining parks and public spaces, supporting homelessness services like Miriam’s Kitchen, increasing agency accountability through oversight, and expanding housing through transit-oriented density, fast-tracking affordable projects, and reforming inclusionary zoning and accessory apartments.
